New plasterboard can be porous before it is sealed. Your decorator checks the surface and specifies suitable preparation and a compatible coating system before painting.

A diluted mist coat saturates the surface slowly, allowing the paint to penetrate the board before the water evaporates. The dilution ratio varies with board type and any skim coat applied over the top. Plasterboard joints filled with setting compound and covered with scrim tape produce a flat surface that still has different absorption characteristics to the surrounding board.
